Alice, a police detective, and her partner Thomas are investigating a murder by decapitation in a small Maryland town. Homeland Security agent Gary Bromely, pretending to be with the FBI, confiscates their evidence. It turns out the murder is part of a plot by Islamic extremists to attack Washington D.C. Alice and her boyfriend Raymond are almost killed by the extremists. While Thomas, who has joined Homeland Security, works to find and stop them before a second attempt can take place.
